Silent Monitor Alert

The Silent Monitor Alert is a Web Site that functions as a Dead Man Switch.

When an expected periodic signal does does not arrive, it indicates that
the source of the signal is defective or inoperative.  This triggers an
alert that is sent to an email address.  The Silent Monitor Alert WebSite
should operate on a server that has constant power and is always connected 
to the web.  This WebSite has two data storage lists and full access the
internet email. 

The following functionality is required:

ENQUEUE
The Enqueue process receives an email that creates the parameters for a Dead 
Man Switch. These parameters are:
	Unique Switch Number
	Email Address to Alert (To Notify that the Dead Man Switch is triggered)
	Email Address Permitted to Delay the Trigger Time
	Status: Unarmed, Pending First Defer, Armed, Hobbled or Triggered 
	Trigger Time: Future Data and Time when the switch will be triggered
		if the status is "Armed"
The Silent Monitor WebSite Enqueues the Unarmed Numbered Switch after a fee is paid.

ARM
The "Arm" process turns On the Silent Monitor Switch and assigns a future Trigger 
Time.  The Silent Monitor Web Site monitors the Trigger Time and sends an email alert 
to the designated Email Address. This email tells the recipient that Silent Monitor 
Switch has been triggered.  The ARM state is not fully set until the first Defer 
message is received.  Only after the first Defer message is received, the Silent 
Monitor Switch is fully armed. 

DEFER
The situation that is being monitored must send a periodic "Defer" email to the
Silent Monitor WebSite.  The non-receipt of the "Defer" email will trigger the 
Dead Man Switch.  When the switch is Triggered, an email will be sent to the
"Email Address to Alert".

To avoid an inoperative Defer mechanism, the first Defer email also changes the
Silent Monitor Switch status from "Pending First Defer" to "Armed".

HOBBLE
The Silent Monitor Switch can be put into a pending or "Unarmed" status if
a HOBBLE email is received.

TRIGGERED
The status of the Silent Monitor Switch is changed from "Armed" to "Triggered"
if a "Defer" email is NOT received by the exact Trigger Time.

DEQUEUE
The Silent Monitor Switch is made fully inactive when a DEQUEUE email is received.

EMAILS
ENQUE Email
The ENQUE Email sets up an Unarmed Silent Monitor Switch

ARM Email
The ARM Email is the first step to arm the Silent Monitor Switch.  This email
sets the status of the Silent Monitor Switch to "Pending First Defer".  
Immediately before an ARM Email is sent, the periodic Defer procedure must 
be implemented. When the first Defer email is received, the status of the
Silent Monitor Switch is converted from "Pending First Defer" to "Armed".

HOBBLE Email
The HOBBLE Email pauses the Silent Monitor Switch by setting its status
to "Unarmed".

REPORT Email
The REPORT Email requests a reply email describing all of the information
about a single Silent Monitor Switch, including its current status.

CONCLUSION
The Silent Monitor WebSite can be used by anyone to invoke a "Dead Man
Switch.
